QUESTION
Completed Program Proposal with Reflection
The final part of your project is your reflection on the administrative process of proposing a new program for a Human Services organization. In a 1-2 page paper, reflect on the process of putting your program proposal together. Detail your analysis of each section of the project, including consideration of how the section pertained to administrative leadership in Human Services. Discuss challenges you may have dealt with throughout the process and what this implies for future leadership roles.
Your submitted assignment should include your complete program proposal along with your reflection piece. Connect each section of the project into one unified submission with the following structure and in APA format:
- Cover page
- Introductory paragraph that explains the proposal
- Needs Assessment
- Program Design
- Implementation Plan with Funding Goals
- Reflection
- Reference Page
ANSWER
Completed Program Proposal with Reflection
Introduction
This program proposal details the process of conducting a healthcare needs assessment program that will involve an assessment of the healthcare needs of Navajo County residents. The Navajo County of Arizona has a population of approximately 100,000 residents (Data Access and Dissemination Systems (DADS), 2010). The community is served by a number of healthcare organizations whose goal is to provide the community with quality healthcare. Approximately thirty percent of the total population of the county lives below the poverty line, with the county having high poverty rates, high crime rates, and a high rate of unemployment compared to its surrounding counties. The population is largely composed of young people between the age of 18 and 40, with a median age of 35 (Data Access and Dissemination Systems (DADS), 2010). This program aims to investigate the healthcare needs of the residents of the county and provide a compilation of all the findings of various research components. The details of each research component will be provided separately in the final document that will be prepared after the implementation of the healthcare needs assessment program. The assessment will be an in-depth look at the Navajo county community, and the findings will go a long way in providing recommendations to local hospitals and healthcare providers on how best to meet the needs of the community.
Needs Assessment
The healthcare needs assessment will attempt to identify the various healthcare needs that are currently being met by the healthcare facilities in Navajo County and the needs that have not yet been met. Various quantitative and qualitative research methods will be implemented in the collection of relevant data, including a secondary statistical data profile of the county, a survey conducted via telephone with 200 community residents, key informant interviews with 100 stakeholders in the community, and a few focus group discussions with residents.

Implementation Plan
Long-term Goals of the Project
- Determining the healthcare needs of the Navajo County residents:
- To determine the healthcare needs currently being met by the healthcare facilities in the county.
- To determine the unmet healthcare needs of the county residents.
- To determine the main health conditions and ailments affecting the residents of the county.
- Improving the healthcare of the county residents:
- To provide recommendations on how healthcare provision can be improved in the county.
- To determine how the unmet needs can be met by the healthcare facilities in the county.
- To identify various challenges in healthcare provision in the county.
Data Collection
Data for the fulfillment of the objectives will be collected through the following techniques:
- A secondary statistical data profile of the county
- A survey conducted via telephone with 200 community residents
- Key informant interviews with 100 stakeholders in the community, and
- A few focus group discussions with residents.
Project Funding
In order to achieve project implementation success, the project will need funding. There are various sources of funding for research projects. For this project, we hope to get funding from the state government health department, donors in the health sector, and well-wishers (Watson & Hoefer, 2013). These sources of funding are well-suited for the project as the aim of the project is to improve healthcare provision in the county. The plan is to present the project plan document to the health department and the healthcare agencies in the county to solicit funding by showing how the project will improve healthcare provision in the region. The funding goals are to raise a minimum of $250,000 for the implementation of the program and the development of the results document.
Reflection
Developing the program proposal was quite an exciting and informative task. The introductory section was a brief introduction to Navajo County, providing the various statistical information and demographics of the county. The context and mission of the proposed program are also provided in the introductory paragraph. The Needs Assessment section detailed the scope of the program and the various tools that will be used in the collection of data. Various quantitative and qualitative research methods will be implemented in the collection of relevant data, including a secondary statistical data profile of the county, a survey conducted via telephone with 200 community residents, key informant interviews with 100 stakeholders in the community, and a few focus group discussions with residents. This data will be analyzed to identify the met and unmet healthcare needs of the County’s residents.
The program design section provides information about the various important components of the program. The program design logic model shows the following components of the program: mission and context; program resources; the various activities; outputs; and results. The implementation plan details the various steps that will be involved in the actualization of the program. The implementation plan lists the various objectives of the program, the process of data collection, and the funding of the project. Through the development of the program plan, various aspects of leadership had to be addressed, such as decision-making on the various data collection tools. A few challenges were encountered in the development of the program. Making estimations on the total cost of the program was quite difficult. In addition, the program’s timeline was quite difficult to approximate.
